His Holy Imperial Highness of Sahta Arrius VII is the ruler of the Sahta Empire in the middle ninth Blue century during the time of Vattu. Although no details of his person are known, he is ultimately responsible for sending Morrian to meet with the white-marked tribe of Fluters.
